Project Manager and designer for the Blackstone Project in El Dorado County. Project tasks included complete design and team management of the arterial roadways that serve as the backbone to the 1300+ lot master planned community. This also included master drainage, sewer, water, and reclaimed water systems’ studies that were used in sizing the project’s infrastructure along with estimating their associated costs. Finally, during the construction process represented the client on all civil engineering related issues.
Contract plan checking for El Dorado County Development Services Dept. Selected by EDC to oversee plan checks on commercial projects submitted to the County to ensure codes and standards are properly adhered to.
Project Manager and designer of the 105 lot Vizcaya subdivision in the Parkway in Folsom. Project tasks included complete land planning, tentative map processing, improvement plan processing and all associated design studies.
Project Manager and designer on a 1500gpm mine dewatering and clarification system. Tasks included design of 2 parallel concrete settling sumps, site layout and grading, 3 miles of gravity transfer pipe, and an injection pump system.
Project Manager and designer of White Rock Commerce Center in Sacramento County. Project tasks included complete site grading, cost analysis, improvement design, and ADA compliance analysis.

Tom is the Field Crew Manager and Project Manager specializing in construction surveying services for R.E.Y. Engineers. His 20 years of experience working with contractors, private developers and public agencies has exposed him to every facet of the surveying field. Tom has worked as the City Surveyor for the City of Lincoln and has been the Project Manager for numerous types of projects including; Heavy Civil Construction, Riparian and Erosion Control, Commercial and Residential. In addition to managing all field crews, Tom is also responsible for client development, preparation of proposals, establishing work plans and project coordination.
