As part of on-call grant application preparation services contract with the City of Stockton, R.E.Y. prepared a SJCOG 2023 Combined CRP/CMAQ Application for this project.  R.E.Y. worked with the City to develop and submit the grant application in just 14 days from notice to proceed. Given the tight timeline, R.E.Y. prioritized the application preparation accordingly and was in frequent contact with the City via email and phone to discuss the application. R.E.Y. and the City worked closely together to determine the scope of desired improvements as appropriate per CRP/CMAQ goals and requirements.  R.E.Y. determined the project delivery schedule, performed preliminary engineering and developed a conceptual design which was used to determine utility relocations and right of way coordination needed for the project. R.E.Y. also generated conceptual design exhibits and a project cost estimate to determine the City’s funding ask.
